Факторы формирования и регулирования рынка образовательных услуг

Abstract

Усиление дисбаланса между рынками образовательных услуг и труда, обостренное демографической ситуацией, быстро изменяющимися внешними и внутренними факторами, необходимостью систематического обновления компетенций, требует использования новых инструментов компенсаторов иррационального поведения участников региональных рынков образовательных услуг и труда. Разработка и использование специализированных факторных моделей, основанных на агент-ориентированном подходе, позволит регулировать процесс формирования спроса и предложения на рынках образовательных услуг и труда, существенно минимизировать структурные и квалификационные дисбалансы на этапе планирования.

Rising imbalance between the educational services and labor markets, which is enhanced by demographic conditions and rapidly changing external and internal factors, by the need for a updating of systematic competencies requires new tools and compensators of participants’ irrational behavior in regional educational services and labor markets. Specialized factor models based on the agent-oriented approach allows regulat the supply and demand in education and labor market, significantly reducing structural and qualifying imbalances at the planning stage.
