Гармонизация российских стандартов в области эвакуации и спасания персонала морских нефтегазопромысловых сооружений

Abstract

Main problems of harmonization of Russian standards are singled out and described on the basis of the analysis of national and international regulatory requirements. The main focus of attention is a difference in the requirements of Russian standards due to a departmental approach to their composition, non-compliance between the scientifi c-engineering terms and notions, differences in the approaches to a control over safety of people on the part of companies, registration organizations and national supervisory bodies. The article determines possible approaches and principles of harmonization of Russian standards in the area of evacuation and saving of personnel on the basis of international maritime conventions, requirements of maritime registers and international standardization systems.

На основании анализа национальных и международных нормативных требований выделены и описаны основные проблемы гармонизации российских стандартов. Особое внимание уделено различию в требованиях российских стандартов из-за ведомственного подхода к их написанию, несоответствию научно-технической терминологии и понятий, различиям в подходах к регулированию безопасности людей со стороны компаний, регистрационных обществ и национальных надзорных органов. Определены возможные подходы и принципы гармонизации российских стандартов в области эвакуации и спасания персонала на базе международных морских конвенций, требований морских регистров и международных систем стандартизации.
