Модель финансового взаимодействия государства и малого бизнеса

Abstract

Вопросы о развитии системы финансового взаимодействия государства и малого бизнеса поднимаются в России на всех уровнях, начиная от федерального и заканчивая муниципальным. В решении этого вопроса видится возможность ускорения процесса модернизации отечественной экономики и перевода ее на новый уровень развития. Само же решение упирается в нахождение таких методов и механизмов взаимодействия государственных и предпринимательских структур, при которых могла бы быть достигнута максимальная эффективность. В статье представлена многокомпонентная модель финансового взаимодействия государства и малого бизнеса на основе финансовой устойчивости с использованием качественной теории дифференциальных уравнений и теории бифуркации, адаптированной для принятия обоснованных решений в области финансовой поддержки малого и среднего предпринимательства в современных экономических условиях. Использование в модели качественных и количественных показателей позволяет повысить точность оценки параметров модели.

Questions about development of State and SME financial cooperation in Russia are rises at all levels, from the federal to municipal. Answering this question we can find the possibility of accelerating the process of domestic economy modernization and transfer it to a new development level. The solution rests on the determination of the methods and mechanisms of interaction between state and business structures to achieve maximum efficiency. The paper presents a multi-component model of State and SME financial cooperation on the basis of financial stability using qualitative theory of differential equations and bifurcation theory, adapted for the management decision making in the field of SME financial support in the up-to-date economic environment. Qualitative and quantitative indicators are used to improve the accuracy of estimated model parameters.
