The author identifies the main factors of the world wars of the XX century. It is the international "balance of power" violation as a result of both expansionistic powers' domination policy and the response from the other world powers. World War each time began in Europe and then covers the other regions. Thus expansionistic power every time committed a fatal miscalculation in assessing its own material, spiritual and moral forces. Thereby Clausewitz articulated law under which the policy should only purpose is strictly corresponding to available material resources and international conditions was violated. From this perspective, the author analyzes the policies of 1) Nazi Germany, 2) Soviet Union during the Cold War and 3) the U.S. after USSR disintegration. Author finds as a fact that the U.S. overestimates its own forces. According to the author, this overestimation has contributed to the U.S. "imperial overreach", financial crisis and enormous public debt. The author sees a particular danger in the new American military doctrine giving the United States the prerogative of preventive war, and suggests that under these conditions an adequate assessment of U.S. policy it necessary to take effective measures against its dangerous. For this purpose the author considers expedient to propose to discuss the Convention on Domination policy prohibitions at the next session of the UN General Assembly and offers its own version of the text of the Convention.

Представлено исследование возможности реализации сценария мировой войны в современных условиях: приведено семь факторов, характеризующих политику господства как основной причины возникновения мировых войн, на основе чего проведен сравнительный анализ политики Германии 1930-х гг. и США второй половины ХХ начала XXI вв. Изложено авторское видение возможностей сдерживания военного произвола на международной арене на базе практической реализации принципов Парижской хартии. Представлен авторский проект Конвенции о запрещении политики глобального господства.
