Современная дискуссия о лучшей форме правления

Abstract

In this paper, we present a review of the modern discussion about the best form of government. We criticize the attempt to find an effective universal model of power, specify problems faced by states during the transition to the best (from their point of view) forms. We also pay attention to the dispute about the influence of this or that form of government on democracy and its fate. We call into question the views about the necessity of strong presidential power for transitional countries, about their unpreparedness for parliamentary system, and about constitution as a crucial basis for creation of a form of government.

В статье даётся обзор современной дискуссии о лучшей форме государственного правления. Автор критикует попытку найти эффективную универсальную модель власти, отмечает проблемы, с которыми сталкиваются государства при переходе к лучшим, с их точки зрения, формам. Уделено внимание диспуту о влиянии той или иной формы правления на демократию и её судьбу. Автор ставит под сомнение справедливость суждений о необходимости сильной президентской власти для переходных стран, их неготовности к парламентской системе, а также о конституции как необходимой основе создания формы правления.
