The article considers the autonomy problem as a means of resolving interethnic conflicts in the multinational state. The interrelation between the local government and the state autonomy is revealed, though it is underlined that neither the first, nor the second necessarily contribute to the development of self-determination of the population. The conclusion is drawn that the state autonomy is not a means of resolving interethnic conflicts but a form for the satisfaction of the needs of the ethnic elite aiming to raise its status in the multinational state.

Рассматривается автономия как средство разрешения межэтнических противоречий в многонациональном государстве. Выявлена взаимосвязь местного самоуправления и государственной автономии, однако подчёркивается, что и первое, и второе не обязательно содействуют развитию самодеятельности населения. Сделан вывод, что государственная автономия является не средством разрешения межэтнических противоречий, а формой удовлетворения потребностей этнической элиты, желающей повысить свой статус в многонациональном государстве.
