The formation of a competitive market of cargo transportation in the process of the structural reform of the railway sector passed in conditions of strategic problems of railway transport. This condition has led to the construction of an inefficient market model. Unsolved problems of the industry and new threats generated by freight operators create risks of lowering the economic sustainability of freight transport companies. In connection with the increased role of freight operators of rolling stock, the task of ensuring their economic sustainability was one of the factors ensuring the effective functioning and development of the railway industry. Формирование конкурентного рынка грузовых перевозок в процессе структурного реформирования железнодорожной отрасли проходило в условиях стратегических проблем железнодорожного транспорта. Данное условие привело к построению неэффективной рыночной модели.
