Анализ программно-целевого стимулирования предложения рабочей силы региональными органами власти Чукотского АО

Abstract

В статье последовательно рассматриваются мероприятия региональных органов власти, направленные на стимулирование предложения рабочей силы в Чукотском АО в рамках региональных целевых программ. Делается вывод о том что, несмотря на общую социальную направленность принимаемых мер, результаты программно-целевых мероприятий оказывают влияние на состояние регионального рынка труда и активизируют процессы, которые в Чукотском АО не могут регулироваться рыночными отношениями.

The article considers consecutive measures of the regional authorities aimed to encourage labor supply in the Chukotka Autonomous District by means of the regional special purpose programs. The author concludes that in spite of the general social focus of the undertaken measures, the incentives’ results impact on the state of the regional labour market and intensify the processes which can’t be regulated by the market relations in Chukotka.
