К вопросу об оценке эффективности внутреннего контроля потребительского общества

Abstract

Эффективность внутреннего контроля означает его действенность и результативность. Эффективность имеет две стороны: качественную и количественную. Качественные характеристики определяются через логическую оценку изменений. Количественные показатели представляют собой числовые данные, в том числе выраженные через коэффициенты, характеризующие конкретные процессы или события, происходящие в системе внутреннего контроля. Не правильно считать, что эффективность внутреннего контроля можно измерить соотношением затрат на контрольные мероприятия с полученными количественными данными от контрольного воздействия – эффекта. Внутренний контроль может рассматриваться на двух уровнях: как встроенный в бизнес-процессы, так и надстроенным над ними. По нашему мнению, эффективность внутреннего контроля должна оцениваться на втором уровне, т.е. специально созданными органами или специально назначенными специалистами.

The effectiveness of internal control means its effectiveness and impact. Efficiency has two sides: the qualitative and quantitative. Qualitative characteristics are defined through a logical assessment of the changes. Quantitative indicators are numerical data, including in terms of the coefficients characterizing the specific processes or events taking place in the system of internal control. Not properly considered that the effectiveness of internal control can be measured by the ratio of the cost of control measures with the obtained quantitative data from the control of exposure effect. Internal control can be considered on two levels: as a built-in business processes, and inlaid over them. In our opinion, the effectiveness of internal control should be assessed on a second level, i.e. specially created bodies or specially assigned specialists.
