Особенности функционирования советской системы в России в 1917-1920 годы

Abstract

В статье рассматриваются основные причины, этапы и особенности формирования Советов в России в условиях революции и Гражданской войны. По-новому раскрыт характер деятельности Советов в 1917 году, критически осмыслена традиционная концепция «двоевластия». В статье также доказывается, что после октябрьского переворота Советы не являлись надежной политической опорой большевиков. Рассмотрены причины и основные методы воздействия большевистской власти на местные Советы с целью унификации советской системы и установления партийного контроля над ней.
