The article considers the theoretical aspects related to the formation of effective management by behavior of complex socioeconomic objects in the unstable environment. In this article we clarify the content of the listed system requirements and offer the ways of their effective implementation. Further it is noted that these requirements may be met in the most comprehensive manner through the situational management by complex objects and fuzzy control algorithms, organization of which is based on the application of accumulated experience and data obtained through a survey of highly knowledgeable specialists in a given area. The article presents the mechanisms for the effective implementation of these stages, in particular, it is specified that when constructing a system of management by the complex socioeconomic objects one should take into account the fact that all these steps should be informational, methodically and algorithmically provided in the course of organizational activities. To realize this, when constructing the management system it is necessary to determine its informational and technical support, as well as to form the mechanisms of support and evaluation of decision effectiveness. It should also be borne in mind that the effective solution of the informational support problems is possible only at a single financial, scientific and methodical approach, organization of which is an integral part of management by the complex socioeconomic objects.

В статье рассматриваются теоретические аспекты, связанные с формированием эффективного управления поведением сложных социально-экономических объектов в нестабильной окружающей среде. В работе уточнено содержание перечисленных системных требований и предложены пути их эффективной реализации. Далее отмечено, что наиболее полным образом удовлетворить данные требования может ситуационное управление сложными объектами и нечеткие алгоритмы управления, организация которых основана на применении накопленного опыта и данных, получаемых путем опроса высококвалифицированных специалистов в заданной области. В работе приведены механизмы эффективной реализации указанных этапов, в частности обозначено, что при построении системы управления сложными социально-экономическими объектами необходимо учитывать то обстоятельство, что все эти этапы должны быть информационно, методически и алгоритмически обеспечены в ходе организационной деятельности. Для этого при построении системы управления определяется ее информационное и техническое обеспечение, а также формируются механизмы поддержки и оценки эффективности принимаемых решений. Следует также иметь в виду, что эффективное решение проблем информатизации возможно только при едином финансовом, научном, методическом подходе, организация которого является неотъемлемой частью управления сложными социально-экономическими объектами.
