Кадастровая оценка: кто не виноват и что делать

Abstract

Автор анализирует результаты кадастровой оценки земельных участков различных категорий и видов использования в Российской Федерации. Подробно рассматривает причины существенного расхождения кадастровой и рыночной стоимостей одних и тех же земельных участков. Сделан вывод о том, что методы массовой оценки по объективным причинам существенно уступают по критерию качества результата, получаемого методам индивидуальной оценки. Поднимается вопрос о значимости временно́го фактора при выполнении работ по определению кадастровой стоимости земельных участков. Сформулированы предложения по выходу из сложившейся ситуации.

The author analyzes the results of cadastral valuation of land of different categories and types of use in the Russian Federation. Examines in detail the reasons differ materially from the market value of the land and of the same land. It is concluded that the mass appraisal techniques for objective reasons, are much smaller than by the quality of results obtained by individual assessment. Raises the question about the importance of the time factor when carrying out the cadastral value of land. The proposals to resolve the situation.
