According to the author, in struggling corruption strategy there should be considered the fact that common, social corruption has focal nature and it is non-erasable.Th at is why society needs to be educated (long time and with diffi culty), while we should struggle only certain kind of corruption institutional, which deforms government bodies functions.

Автор считает, что в стратегии противоборства с коррупцией следует учитывать, что бытовая, социальная коррупция носит очаговый характер и является неуничтожимой. Потому общество надо (трудно и долго) воспитывать, а вот бороться надо с коррупцией институциональной, деформирующей функции органов власти.
