Abstract

В данной публикации анализируются практические потребности России в активизации поиска альтернативного пути развития местного самоуправления, сочетающего в себе централизм и децентрализм. Предлагается внедрить в качестве пилотного проекта способ народного самоуправления, способного принести реальную пользу реальному российскому населению.
