Abstract

Regional and countries innovative development is the key factor of competitiveness forming and development. Tyumen region innovation policy is aimed at increasing socio-economic status in the region due to increase the role science, technology and innovation. The lag of innovation level is overcome in the region´s northern counties in terms of describing the scientific and technical potential but the pressing issue is the low level of regional competitiveness. This question is topical in the case of Russia´s accession to the WTO, when the country will have to compete with developed countries, and the reference points of formation and growth of competitiveness are running out. Tyumen region is one of the most economically developed in Russia, but this growth is carried out by the extensive method, primarily due to oil and gas sector, and not at the expense of high-tech industries. This provision is not match the strategy if the field of production and economy modernization of Russia.
