Abstract

At the turn of the XIX XX centuries the initial phase of a crisis in the agrarian sector of Russian economy became evident to the growing number of nobility: state officials as well as land owners. Moreover a lot of them came to a conclusion that the state agrarian policy would rather lead to the worsening of the crisis than to recovery. Not only economic but possible socio-political consequences of the worsening of the crisis because of the state agrarian policy became more and more evident to the nobility. They considered the crisis as a prerequisite of a possible wide scale political crisis or even a revolution in Russia.
