Институционализация сферы производства общественных благ

Abstract

Предметом исследования является процесс институционализации экономических отношений в сфере производства общественных благ. Целью статьи является анализ аспектов процесса институционализации сферы производства общественных благ. Методология исследования базируется на методологии теорий общественного выбора и общего экономического равновесия, экономической теории благосостояния. Сформулировано понятие «эффективность производства общественных благ», дана классификация видов эффективности производства общественных благ, обобщены методы оценки эффективности производства общественных благ. Теоретическое значение результатов исследования состоит в определении направлений развития институциональных факторов повышения эффективности производства общественных благ, определения системы критериев разграничения расходных полномочий в области производства общественных благ по уровням общественного сектора.

The subject of research is the process of institutionalization of economic relations in the production of public goods. The purpose of this paper is the analysis of aspects of the process of institutionalization of the production of public goods. The research methodology is based on the methodology of public choice theory and general equilibrium, welfare economics. The concept of “efficiency of public goods”, the classification of the effectiveness of public goods, summarized evaluation methods of production efficiency of public goods is formulated. The theoretical value of the results of the study identifies the trends in the development of institutional efficiencies in the production of public goods, the definition of criteria for delineation of expenditure responsibilities in the production of public goods through the levels of the public sector.
