Abstract

The article deals with the brief review and analysis of the main trends and strategies in the Soviet system of state human resources formation and professional training of the period lasting from the creation of the USSR to its fall, highlighting their key aspects. The acute issues of state human resource policy, its tradition and current trends of its optimization in the modern transition period are reviled.

В статье представлен краткий обзор и проведен анализ основных направлений и стратегий советской системы формирования и профессиональной подготовки кадров государственного управления от становления до распада СССР, выделены их особенности. Рассмотрены основные проблемы государственной кадровой политики в современный период, ее преемственность и актуальные на настоящий момент направления ее оптимизации.
