Abstract

The article headlights the hypothesis about the management of Regional Innovation and Industrial Cluster (RIIC) with the help of the implementation the federal, regional (municipal) orders for business incubation companies, complementing the existing cluster to the desired one. Requirements to RIIC create the customers of federal and regional (municipal) levels, coordinating approaches to create a business incubator. The valuation of competitive opportunities of incubated companies which are emerging through the integration of organizational resources of federal, regional (municipal) authorities. Resources integration is carried out by the method of the Joint Working Group in innovation in the process of strategy session in the development of the region. This article shows how the resources of participants can be combined and guided to realize the RIIC project.

В статье выдвинута гипотеза об управлении региональным инновационно-промышленным кластером (РИПК) путем реализации федерального, регионального (муниципального) заказа на бизнес-инкубирование предприятий, дополняющих имеющийся (исходный) кластер до требуемого. Требования к РИПК формируют заказчики федерального и регионального (муниципального) уровней, согласуя подходы к созданию бизнес-инкубатора. Приведена оценка конкурентных возможностей инкубируемых предприятий, возникающих за счет интеграции организационных ресурсов федеральных, региональных (муниципальных) властей. Объединение ресурсов осуществляют по методике Объединенной рабочей группы по инновациям в процессе проведения стратегической сессии по развитию территории региона. В статье показано, как ресурсы участников управления могут быть объединены и направлены на реализацию проекта РИПК.
