О проблеме повышения безопасности плавания маломерных судов, поднадзорных ГИМС МЧС России

Abstract

The problems of safety of navigation small vessels in the territorial sea and inland waters as well as on the lakes, water basins, the rivers, channels, persons under surveillance of the State inspection of small size vessels the Ministry of Emergency Measures of Russia. The analysis of existing conditions and some help documents providing safety of navigation is carried out. It is offered to improve this documentation and the information by association of several information tables in one "The Scale of Bofort-2. Danger of influence of a wind and excitement on water areas", shading known and a little become outdated The Scale of Bofort.

В статье рассмотрены проблемы обеспечения безопасности плавания маломерных судов в территориальных и внутренних морских водах, а также на озерах, водохранилищах, реках, каналах, поднадзорных Государственной инспекции маломерных судов (ГИМС) МЧС России. Проведен анализ существующих условий и некоторых справочных документов, обеспечивающих безопасность судовождения. Предложено усовершенствовать эту документацию и информацию путем объединения нескольких информационных таблиц в одну - «Шкалу Б6форта-2. Опасность воздействия ветра и волнения на водных акваториях», заменяющую известную и несколько устаревшую шкалу Бофорта.
