Abstract

Housing and communal services the sphere providing bringing housing and communal services to direct consumers, creating necessary conditions for accommodation and activity of the person. Housing and communal services are one of the main spheres determining quality of life of the population of the country in general and its regions. In the housing-and-municipal sphere, the main social problems most sharply are reflected. The situation in the housing-and-municipal sphere worsens every year, despite the fixed growth of rates for housing and communal services, at the same time consumers note quality degradation of servicing of the houses. The low-quality problem of provision of housing and communal services is more essential to most the Russian entities rendering these services therefore it is necessary to carry out a quality evaluation of provision of housing and communal services. In article, the main problems of housing and communal services provided from a line item of the population of small municipalities of the Nizhny Novgorod Region are considered. For identification of the reasons of dissatisfaction of the population with housing and communal services, I was we questioning of residents of four municipal districts of the Nizhny Novgorod Region having the average level of satisfaction of the population with housing and communal services is carried out. Because of results of questioning of the main consumers of housing and communal services the populations, key problems of provision of high-quality services are allocated: water supply, cleaning of streets and neighborhood territories, repair of sewer system, export of household waste, improvement of the yards and entrances. The analysis of activities of the state housing inspectorate allowed systematizing abuses of regulations of technical operation of a housing stock and provision of utilities. The group of areas of the Nizhny Novgorod Region on the level of satisfaction of the population with housing and communal services is provided, the directions on improvement of quality of provision of housing and communal services to the population are revealed.

Жилищно-коммунальное хозяйство сфера, обеспечивающая доведение жилищно-коммунальных услуг до непосредственных потребителей, создающая необходимые условия для проживания и жизнедеятельности человека. Жилищно-коммунальное хозяйство является одной из основных сфер, определяющих качество жизни населения страны в целом и ее регионов. Именно в жилищно-коммунальной сфере наиболее остро отражаются главные социальные проблемы. Ситуация в жилищно-коммунальной сфере с каждым годом ухудшается, несмотря на постоянный рост тарифов на жилищно-коммунальные услуги, при этом потребители отмечают ухудшение качества обслуживания своих домов. Проблема низкого качества предоставления жилищно-коммунальных услуг более существенна для большинства российских предприятий, оказывающих данные услуги, поэтому необходимо провести оценку качества предоставления жилищно-коммунальных услуг. В статье рассматриваются основные проблемы жилищно-коммунального хозяйства, представленные с позиции населения малых муниципальных образований Нижегородской области. Для выявления причин неудовлетворенности населения жилищно-коммунальными услугами, нами был проведено анкетирование жителей четырех муниципальных районов Нижегородской области, имеющих средний уровень удовлетворенности населения жилищно-коммунальными услугами. На основе результатов анкетирования основных потребителей жилищно-коммунальных услуг населения, выделены ключевые проблемы предоставления качественных услуг: водоснабжение, уборка улиц и придворовых территорий, ремонт канализационной системы, вывоз бытовых отходов, благоустройство дворов и подъездов. Анализ деятельности государственной жилищной инспекции позволил систематизировать нарушения правил технической эксплуатации жилищного фонда и предоставления коммунальных услуг. Представлена группировка районов Нижегородской области по уровню удовлетворенности населения жилищно-коммунальными услугами, выявлены направления по улучшению качества предоставления жилищно-коммунальных услуг населению.
