Abstract

Общеизвестно, что Первая мировая война, столетие начала которой отмечается в минувшем году, была спровоцирована известным инцидентом в Сараево. В наши дни для развертывания локальных, региональных и гипотетически возможных мировых войн и вооруженных конфликтов в качестве «побудительного импульса» могут выступать как действия террористов-одиночек и стоящих за их спиной нелегальных организаций, так и целенаправленная, системная террористическая деятельность отдельных государств (систем государств) против других. Это то, что можно назвать государственным терроризмом. Некоторые вопросы теории современных межгосударственных конфликтов, исследуемых с помощью исторических и политических параллелей и ассоциаций, изложены в предлагаемой статье.

It is known that World War I, the centenary of which was commemorated last year, was provoked by a well-known incident in Sarajevo. Today, "an incentive impulse" for the expansion of local, regional and hypothetically possible world wars and armed conflicts can be actions of individual terrorists and illegal organizations supporting them, as well as purposeful, systematic terrorist activity of certain states (systems of states) against others. This can be called the state terrorism. This article looks into certain issues of the theory of modern interstate conflicts by means of historic and political parallels and associations.
