Abstract

In the mid-twenties the party-state leaders of the USSR needed investments for carrying out socialist industrialization. In order to achieve this purpose and to cope with home-distilled vodka making the state program of vodka production and trade was realized. This process had low productivity and efficiency in Central Black Earth region, the state had not received the sufficient capital and reproduced serious ethical problems. The results of carrying out this policy were three times lower, than the results of carrying out a similar policy by the Government of Nikolay II in 1910s.

В середине 1920-х гг. партийно-государственное руководство СССР нуждалось в капиталах на проведение социалистической индустриализации. С этой целью, а также для борьбы с самогоноварением, была реализована государственная программа производства и торговли водкой. В Центрально-Черноземном регионе этот процесс имел низкую результативность и эффективность, государство не получило достаточного капитала и репродуцировало серьезные этические проблемы. Итоги реализации этой политики были в три раза ниже, чем итоги проведения подобной политики Правительством Николая II в 1910-е гг.
