Solution to the problems connected with energy and resource conservation for the regions of Siberia and Far East demands a particular approach to the development and realization of town investment and building programs. It explains the actuality of the research topic. It is shown that the program preparation includes two stages preparatory and preliminary. It is supposed to find out the “core” of the objects as particularly these objects are the core of the program. It is stated that it is possible to separate the beginning stage in every program, stage of realization, stage of the end of works, stage of capitalization and stage of closing the program. We defined the main peculiarity and the process characteristics of the innovative process circle. Correct execution of the stages and steps in the development of program realization creates a high level of credibility to get the adequate quality of a definite program and ensures its effective realization.

Решение проблем энергои ресурсосбережения для регионов Сибири и Дальнего Востока требует особого подхода к разработке и реализации городских инвестиционно-строительных программ. Это обуславливает актуальность темы исследований. Показано, что подготовка программ включает две стадии подготовительную и предварительную. Предусматривается выделение «ядра» объектов, так как именно эти объекты являются ядром программы. Установлено, что у каждой программы можно выделить начальную стадию, стадию реализации, стадию завершения работ, стадию капитализации и стадию закрытия программы. Определена главная особенность и одновременно процессная характеристика инновационного процессного цикла. Корректное исполнение этапов и шагов по разработке реализации программ создает высокую степень вероятности получения адекватного качества конкретной программы и гарантирует ее эффективную реализацию.
