Ресурсный потенциал региональной политики посткризисного экономического роста на Юге России

Abstract

Мировой финансово-экономический кризис актуализировал необходимость отказа от сырьевой ориентации российской экономики и выработки государственной политики посткризисного роста на инновационной базе. В статье подчеркивается, что каждый регион имеет свою специфическую воспроизводственную, отраслевую и технологическую структуру, свою систему приоритетов и должен рассчитывать на собственный ресурсный потенциал при реализации инновационных приоритетов посткризисного роста, чему должна эффективно способствовать комплексная региональная экономическая политика. Исследование многоуровневой стратегии территориального развития страны позволило предложить ряд направления восстановления экономического роста и перехода к его инновационному типу на основе общих (традиционных и новых), а также специфических инструментов региональной политики и их комбинации применительно к Югу России.

Necessity of Russian economy modernization and postcrisis economic growth national policy elaboration on the innovation base are actualized by global financial and economic crisis. In the article is underlined, that every region has its own reproduction, industrial, technological structure and its own priority's system, that's why it must use its resource potential advantages for regional economic growth stimulation policy. Analysis of different regional development strategies helps to suggest general (mainstream and innovation) and special methods of regional policy for the South of Russia.
