Типология и экономико-теоретическая основа институциональной структуры производства государственных услуг

Abstract

This paper presents the ideal types of public services and the institutional structure of its production and provides a brief description of the relevant theoretical basis of each type. The author considers several types of public services as bureaucratic-type, managerial-type and governance-type corresponding to practice models of public services production (Public Administration, Public Management and Public Governance). The author reveals the components of the theoretical foundation of the corresponding type in economics and management (extended economic theory of bureaucracy). The author makes a comparison of the individual parameters of identified institutional production structures. In conclusion, author presents the features of administrative reform in Russia that determines the disaster of its outcomes.

Представлены идеальные типы институциональной структуры производства государственных услуг и дана краткая характеристика теоретического фундамента каждого типа (бюрократического, менеджеристского и координационного), соответствующего основным реализуемым моделям производства (Public Administration, Public Management, Public Governance). Их составляющие раскрываются со стороны экономической теории и менеджмента, что является авторским подходом к содержанию экономической теории бюрократии. Представлено сравнение отдельных параметров выявленных институциональных структур производства. Приводятся особенности российского варианта административной реформы, детерминирующие неэффективность достижения ее целей.
