МУНИЦИПАЛЬНОЕ НОРМОТВОРЧЕСТВО: ОТДЕЛЬНЫЕ ВОПРОСЫ ТЕОРИИ И ПРАКТИКИ

Abstract

В Российской Федерации ежегодно происходит количественное увеличение применяемых на территории страны нормативных правовых актов. Доля муниципальных нормативных правовых актов в общем массиве российского законодательства является преобладающей. При этом качество муниципальных нормативных правовых актов зачастую остается невысоким. Это обуславливает необходимость рассмотрения сферы муниципального нормотворчества с теоретико-правовых позиций.

In the Russian Federation, a quantitative increase in the normative legal acts applicable in the country annually takes place. The share of municipal normative legal acts in the general array of Russian legislation is predominant. At the same time, the quality of municipal regulatory legal acts is often not high. This makes it necessary to consider the scope of municipal rulemaking from the theoretical and legal positions.
