Потребительские бюджеты и их значение для повышения уровня жизни населения

Abstract

Важнейшим критерием оценки эффективности социально-экономической политики государства является уровень жизни населения, представляющий собой одну из наиболее сложных социально-экономических категорий. Понятие «уровень жизни» в широком смысле отражает уровень удовлетворения в определенный период материальных и духовных потребностей людей. Для определения уровня удовлетворения потребление соотносят с минимальными и рациональными нормами потребления. В РФ основным социальным нормативом является прожиточный минимум, который представляет собой стоимостную оценку потребительской корзины, а также обязательные платежи и сборы. Бюджет прожиточного минимума не позволяет в полной мере удовлетворить даже основные жизнеобеспечивающие потребности. В связи с этим необходимо разрабатывать не только категорию «прожиточный минимум», но и более расширенную систему потребительских бюджетов. В статье рассматривается содержание термина «потребительский бюджет», даются предложения по использованию системы потребительских бюджетов для реализации государственной социальной политики, направленной на повышение уровня жизни различных категорий населения.

The most important criterion for evaluating the effectiveness of the socio-economic policy is the standard of living, which is one of the most complex socio-economic categories. The concept of «living standard» in a broad sense reflects the level of people material and spiritual needs satisfaction within a specified period. Consumption is correlated with the minimal and rational norms of consumption to determine the level of satisfaction. In Russia, the main social norm is a living wage, which is the valuation of the consumer basket, as well as mandatory fees and charges. Subsistence wage can not fully satisfy even the most basic life support needs. In this connection it is necessary to develop not only the category of «living wage», but more extensive system of consumer budgets. In this article authors consider the meaning of the term «consumer budget», give suggestions on the use of consumer budgets for the implementation of state social policies aimed at improving the living standards of different groups.
