Abstract

Реформы последних пятнадцати лет рассматриваются как не способствующие эволюционному развитию отечественного высшего профессионального образования, российским социально-экономическим реалиям. Анализируется фактор бюрократизации всех сфер общества и образования в частности, приводящий к усилению псевдоинновационных тенденций, особенно в регионах. Негативные тенденции объясняются трансляцией культуры манипулирования социальными благами, централизованного многоуровневого контроля, распределения и перераспределения денежных потоков и квот, активной эксплуатацией сложившейся у народа патерналистской психологии. Исправление ситуации связывается с изменением форм управления, поощряющих иждивенческие настроения, бумаготворчество, контролирующие, распределительные и перераспределительные функции, препятствующие эффектам самоорганизации.

Reforms of the past fifteen years are considered as inadequate to the evolutionary development of national higher education and Russian socio-economic realities.Bureaucratization of all sectors of society, including education, increases pseudoinnovation trends, especially in the regions. Power crisis is caused by the traditions based on manipulation by social benefits, centralized multi-level control, distribution and redistribution of cash flows and quotas, active exploitation of people’s slave psychology. Change of this situation is associated with a change in management forms that keep encouraging dependency, paperwork, monitoring, distributive and redistributive features preventing the effects of self-organization.
