Abstract

The author argues that «organizing activity» and «guidance and leadership» are distinctly different things, and the latter is a function of the former. This approach should enable police commanders to improve their choice of goals and methods. Accordingly, it should also open new ways to improve the results of law enforcement efforts by territorial branches of the Ministry of Internal Affairs of Russia.
