Состояние здоровья подростков как призывного ресурса

Abstract

В статье анализируются в динамике основные показатели здоровья юношей-подростков в возрасте от 15 до 18 лет с точки зрения готовности к несению службы в Вооруженных Силах Российской Федерации, рассматриваются актуальные аспекты организации медицинского освидетельствования призывников. Исследована динамика за 10-летний период показателей заболеваемости подросткового контингента в возрасте от 15 до 17 лет крупного субъекта Российской Федерации Московской обл, в сравнении с данными по Центральному федеральному округу и в целом по РФ. Изучена деятельность медицинских организаций и медицинских работников, выявлены основные резервы ее совершенствования и реализации на различных территориях мер в рамках утвержденной в 2010 г. Правительством РФ Концепции федеральной программы подготовки граждан к военной службе до 2020 г. Разработаны практические рекомендации по оптимизации медицинского обеспечения подготовки молодых людей к военной службе, межведомственной интеграции, повышению роли педиатрической службы, в первую очередь детских поликлиник, в деле эффективного выполнения задач комплектования армии здоровым контингентом.

The article analyzes the dynamics of main health indicators of youth adolescents aged 15-18 years from the point of view of readiness to serve in the armed forces of the Russian Federation. The actual aspects of organization of medical examination of conscripts are considered. The ten years dynamics of indicators of morbidity of adolescents aged 15-17 years of Moscow oblast was studied in comparison with the data from the Central federal okrug and Russia in general. The activity of medical organizations and medical personnel is studied. The main resources of enhancement and implementation in the territories of measures within the framework of the governmental Concept of federal program of training of citizen for military service up to 2020 are identified. The practice recommendations are developed concerning the optimization medical support of youth training for military service, intersectorial integration, enhancement of the role of pediatric service first of all the children polyclinics in the field of effective implementation of tasks of recruitment of army with healthy contingent.
