Reduction of social tension in the sphere of housing and communal services is one of the main tasks of the state policy in Russia. From this standpoint a clear-cut definition of terms in legal acts regulating the sphere of housing and public utilities is very important. The article is devoted to exploring the essence of the terms in the sphere of housing and public utilities, it also finds out contradictions in the interpretation of the modern legislative documents in these areas.
