Технократизм в глобализации техногенной общественной системы

Abstract

Tekhnokratizm represents the ideological direction proclaiming a crucial role of a science, equipment, technologies and as a whole scientific and technical progress in social development. In technocratic theories social regularities are deduced from the analysis of social and economic, technical and technological modernizations in capitalist society. Possibilities of a mutual interlacing of social, natural and biospheric regularities, that is society and biosphere evolutions on the basis of already technogenic sociobiospheric regularities in the conditions of modern industrial and post-industrial technogenesis are thus lost sight. Such unilaterality of judgment is overcome in theories of technogenic development. In technogenic society there is a gradual distribution of principles of a tekhnokratizm on the organization not only social, but also natural and biospheric life. Technocratic factors play the leading role in management of modern mechanisms of evolution of technogenic social system and biospheric life. Such technocratic factors treat: formation of scientific and technical productive forces and innovative development of society, technogenic economy, technosphere formation, technogenic rationality, technogenic transformation of the person. Technocratic liberal economic factors in development of technogenic socail system initiate acceptance by society of such rational decisions which cause active process of growth all artificial at the expense of transformation social and natural, that is distribution of technogenic social and biospheric processes, and as a result – technogenic sociobiospheric (social-techno-biospheric) globalization.

Технократизм представляет собой идеологическое направление, провозглашающее решающую роль науки, техники, технологий и в целом научно-технического прогресса в социальном развитии. В техно-кратических теориях социальные закономерности выводятся из анализа социально-экономических и технико-технологических модернизаций в капиталистическом обществе. При этом упускаются из виду возможности взаимного переплетения социальных и природно-биосферных закономерностей, то есть эволюции социума и биосферы на основе уже техногенных социоприродных закономерностей в условиях современного индустриального и постиндустриального техногенеза. Такая односторонность суждения преодолевается в теориях техногенного развития. В техногенном обществе происходит постепенное рас-пространение принципов технократизма на организацию не только социальной, но и природно-биосферной жизни. Технократические факторы играют ведущую роль в управлении современными ме-ханизмами эволюции техногенной общественной системы и биосферной жизни. К таким технократиче-ским факторам относятся: формирование научно-технических производительных сил и инновационное развитие социума, техногенная экономика, формирование техносферы, техногенная рациональность, техногенная трансформация человека. Технократические либерально-экономические факторы в разви-тии техногенной общественной системы инициируют принятие социумом таких рациональных решений, которые обусловливают активный процесс разрастания всего искусственного за счет трансформации социального и природного, то есть распространение техногенных социоприродных процессов, а в итоге – техногенной социоприродной (социотехноприродной) глобализации.
