Abstract

В статье рассматриваются вопросы формирования кадров советских управленцев Тюменской (Тобольской) губернии 1919 начала 1920-х гг. Характеризуются основные методы их подбора и подготовки. Определяется социальный состав, моральные и деловые качества, присущие советским служащим указанного периода.This article reviews issues of Soviet administration staff formation in Tyumen (Tobolsk) province in 1919 early 1920s. Social, working and moral characteristics of Soviet local managers have been outlined in the article. Special attention is paid to the problems of their recruitment and training.
