Сравнительный анализ бюджетного финансирования социальных услуг

Abstract

В статье представлены результаты проведенного сравнительного анализа бюджетных расходов (по данным Международного валютного фонда) между Россией и другими странами «Большой восьмерки», а также некоторыми странами СНГ и Центральной и Восточной Европы. Анализ проведен по структуре затрат государственного бюджета в процентах ВВП и в долях от всех расходов бюджета. Кроме того, проанализируем соотношение социальных расходов на образование, здравоохранение, культуру, социальную защиту, которые формирует человеческий капитал, и на традиционные функции государства, к которым относятся расходы на общегосударственные вопросы, оборону, правопорядок и безопасность. Рассмотрены данные по структуре и динамике бюджетных социальных расходов в РФ.
