Abstract

The scheme of distribution of functions in a control system of available housing is considered. To have an opportunity to shift burden of expenses under the available housing maintenance on proprietors of premises, commiserating their possibilities with future expenses, the state last year aspires to reach the maximum economy of the money resources, necessary housing and communal services on the maintenance. Obligatory application of new technologies for decrease in costs from here follows that in case of management reading and writing this quite capable to improve available housing. The comparative analysis of parameters of power indicators of buildings is carried out at use of warming materials: expanded polystyrene, a mineral wool and penoplex. The example of registration of the power passport of the project of a building in the conditions of development of system of power savings is offered.

Рассмотрена схема распределения функций в системе управления жилищным фондом. Для того, чтобы получить возможность переложить бремя расходов по содержанию жилищного фонда на собственников помещений, соизмеряя их возможности с грядущими расходами, государство в последние годы стремится достичь максимальной экономии денежных средств, необходимых на содержание ЖКХ. Отсюда вытекает обязательное применение новых технологий для снижения издержек, что в случае грамотного управления вполне способно оздоровить жилой фонд. Проведён сравнительный анализ параметров энергетических показателей зданий при использовании утепляющих материалов: пенополистирола, минеральной ваты и пеноплэкса. Предложен пример оформления энергетического паспорта проекта здания в условиях развития системы энергосбережения.
