Макроуровневый анализ централизованной системы управления экономикой

Abstract

The paper considers the problems of centralization and decentralization of management form the macroeconomic perspective. The authors present an original conceptual approach to the essence of management process; highlight the absolute priority of centralization of management in solving fundamental problems of the development of the national economy of the country. An assessment of the role of the centralized control system in crisis management is given. Using historical examples of overcoming economic challenges faced by Russia in different periods of the XX century the authors assess the effectiveness of the centralized control system. The role of the centralized control system in developing the economic potential of all regions of the country is shown. The paper describes the need to centralize control system in order to address the recurring problems of management within the EU as well as reveals negative aspects of the centralized control system that existed in the USSR related to the exaggerated role of control functions.

В статье рассматриваются проблемы централизации и децентрализации управления в макроэкономическом разрезе. Авторы предлагают собственный концептуальный подход к сущности реализации процессов управления. При этом выделяют безусловный приоритет централизации управления при решении основополагающих проблем развития народно-хозяйственного комплекса страны. Дается оценка роли централизованной системы управления (ЦСУ) при ликвидации кризисных ситуаций. На реальных примерах решения сложных задач, стоявших перед нашей страной в различные периоды XX столетия, оценивается эффективность их решения существовавшей ЦСУ. Показана роль ЦСУ в выравнивании экономического потенциала территорий. Даются примеры необходимости централизации системы управления для решения постоянно возникающих проблем управления в рамках ЕС. Отмечаются негативные моменты существовавшей в СССР ЦСУ, связанные в первую очередь с гипертрофированной ролью контрольных функций.
