Эконометрические модели прогнозирования развития муниципальной системы здравоохранения

Abstract

В работе описан механизм построения эконометрических моделей развития муниципальных систем здравоохранения. С помощью экспертного опроса определены параметры в деятельности медицинских учреждений системы здравоохранения, оказывающие наибольшее влияние на достижение основных целей муниципального здравоохранения, к которым относится: «Выполнение муниципального задания», «Удовлетворенность пациентов медицинской помощью», «Исполнение консолидированного бюджета». Простота применения разработанных эконометрических моделей, позволяет проводить оперативное прогнозирование на среднесрочную перспективу состояния системы муниципального здравоохранения при заданных (или текущих) ресурсных затратах; формировать комплексные программы развития муниципального здравоохранения, учитывающие интересы всех подведомственных медицинских учреждений. Рассчитанные значения коэффициента детерминации и t-критерия Стьюдента свидетельствуют о высокой прогностической силе составленных моделей.

This paper provides a mechanism for constructing econometric models of the development of municipal health systems. With the help of an expert survey to determine the parameters in medical institutions of the health system, the greatest impact on the fundamental objectives of Community health care, which include: «Implementation of a municipal job», «Satisfaction with medical care of patients», «Execution of the Consolidated Budget». Easy to use econometric models developed allows for operational forecasting in the medium term municipal health system status for a given (or current) resource costs, create comprehensive programs of municipal health, taking into account the interests of all subordinate medical institutions. The calculated values of the coefficient of determination and the Student´s t-test showed a high predictive power of the modeling.
