Инновационный аспект формирования конкурентоспособного региона (на примере Калининградской области)

Abstract

The article deals with the opportunity of transition to innovative ways of development by the example of the Kaliningrad region. The objective opportunities of such transition, as well as the problems arising in the course of its implementation have been described. Various types of innovative strategies of the development (Japanese, Chinese, and American) are compared. Much attention has been paid to the factors of counteraction to business innovations as objective parameters (high risks, long period of investment’s payback, weakness of implementation infra-structure etc.), and psychological factors (low motivation, management and staff‘s aspiration to a stabilization at all costs, traditionally low evaluation of the innovative way of thinking in Russia’s business circles).

Рассмотрены возможности перехода к инновационному пути развития на примере Калининградской области. Показаны как объективные возможности такого перехода, так и неизбежно возникающие при этом проблемы. Сопоставляются различные стратегии инновационного развития (японская, китайская, американская). Особое внимание уделяется факторам сопротивления инновациям внутри самого бизнеса, как объективным (высокие риски, длительные сроки окупаемости инвестиций, слабость внедренческой инфраструктуры и др.), так и психологическим (недостаточная мотивация, стремление менеджмента и рядового персонала к обеспечению «стабильности» любой ценой, традиционно невысокая оценка инновационного стиля мышления в российской бизнес-среде).
