Основные аспекты взаимодействия местного самоуправления, властных структур и населения

Abstract

В статье рассматриваются вопросы места и роли местного самоуправления в процессе взаимодействия административно-управленческих институтов и населения. Автор, считает, что основным препятствием на пути формирования отлаженных функциональных связей является, с одной стороны, затянувшийся длительный процесс формирования гражданского общества, правовой нигилизм населения, отсутствие социальной и экономической активности; с другой стороны - закрытость бюрократии как институционально-организационной системы.

The article examines the role of the local government in the interaction between the public administration institutions and the population. The main obstacle hindering establishment of the functional linkages is, on the one hand, the long drawn-out process of the civil society formation, the legal nihilism of the population, the lack of social and economic activity, and on the other hand, the bureaucracy as a closed institutional management system.
