Abstract

В статье рассматриваются стандарты ОЭСР по оценке инновационной деятельности, в том числе Руководство Осло, Руководство Фраскати, Руководство Канбары. Особое внимание уделяется эволюции подходов к измерению инновационной активности (так называемых инновационных метрик) в 1950-2000-е гг. Приведены основные национальные системы оценки инноваций, в том числе Европейское инновационное табло, Периодическая система инновационных элементов США. Также проанализированы основные международные рейтинги инноваций, в том числе Глобальные инновационные индексы, разработанные «Бостон Консалтинг Групп» и французской бизнес-школой ИНСЕАД; инновационный блок Индекса глобальной конкурентоспособности Всемирного экономического форума и др.

The article deals with the OECD standards of innovation activity including Oslo Manual as well as Fraskati Manual and Canberra Manual. Particular attention is paid to the evolution of innovation metrics in 1950-2000. The author summarizes main national systems of innovation metrics including European Innovation Scoreboard and US Periodic Table of Innovation Elements. The principal international innovation ratings are analyzed Global Innovation Indices (by The Boston Consulting Group and by INSEAD School of Business), innovation part of Global competitiveness Index of World Economic Forum.
