Оценка эффективности бюджетных расходов в процессе реализации муниципальных целевых программ

Abstract

In article approaches to an estimation of budgetary expenses are analyzed at performance of municipal target programs and their lacks are defined. The block diagram of algorithm of an estimation of efficiency of budgetary expenses on which basis statement of a problem of an estimation of efficiency of budgetary expenses in the course of realization of municipal target programs is carried out is resulted. The decision of this problem should be carried out with the account: an optimum choice of target indicators, economic risks and outer effects.

В статье анализируются подходы к оценке бюджетных расходов при выполнении муниципальных целевых программ и определяются их недостатки. Приводится структурная схема алгоритма оценки эффективности бюджетных расходов, на основе которой осуществляется постановка задачи оценки эффективности бюджетных расходов в процессе реализации муниципальных целевых программ. Решение этой задачи должно выполняться с учетом: оптимального выбора целевых показателей, экономических рисков и неопределенностей, внешних эффектов экстерналий.
