Белорусско-украинское сотрудничество в обустройстве совместной границы

Abstract

В статье рассматривается создание и развитие пунктов пропуска на белорусско-украинской границе. Подчеркивается, что развитая пограничная инфраструктура являлась залогом активизации межгосударственных, приграничных контактов, а также транзитного движения. Несмотря на трудности протекания межгосударственного договорно-правового оформления государственной границы, сопредельные страны смогли решить и воплотить в жизнь ряд вопросов, регулирующих режим и правила пересечения границы, организацию пассажирои грузоперевозок, а также обеспечить правопорядок и законность на общем участке границы. Проанализированы особенности расположения погранпереходов на территории приграничных с Украиной областей Беларуси. Определены основные направления взаимодействия пограничных и таможенных служб сопредельных стран по обеспечению полноценного функционирования общего участка границы.

This article is devoted to creation and development of customs points on BelarusianUkrainian border. The author emphasizes that developed border infrastructure led to activization of interstate contacts and transit traffic. In spite of difficulties connected with making border contracts, neighbouring countries found solutions for many problems. As a result the regime and rules of crossing border were established; transportation of passengers and cargoes was organized and in addition order and legality on the border were provided. The author analyses peculiarities of the location of border crossing points on the BelarusianUkrainian border. In the article basic directions of the cooperation of border and customs services are determined; the main purpose of them is providing continuous function of border posts.
