ОСНОВНЫЕ ОСОБЕННОСТИ ПРОДЛЕНИЯ УСТАНОВЛЕННОГО СРОКА ЭКСПЛУАТАЦИИ ГРУНТОВОГО ГИДРОТЕХНИЧЕСКОГО СООРУЖЕНИЯ III И IV КЛАССА

ОСНОВНЫЕ ОСОБЕННОСТИ ПРОДЛЕНИЯ УСТАНОВЛЕННОГО СРОКА ЭКСПЛУАТАЦИИ ГРУНТОВОГО ГИДРОТЕХНИЧЕСКОГО СООРУЖЕНИЯ III И IV КЛАССА

Abstract

In the article the author recommends new approaches to defining the boundaries of variation of strength and deformation characteristics of the soil material of the HES of III and IV classes as well as to the calculation of filtration fields in soil HES and their foundations. There is given an analysis of the number of HES which have worked out their specified life of operation. According to this analysis it was found that 596 HES complexes operated beyond the normative service life. Taking into consideration the importance of HES safety which influences the general safety of the Russian Federation it should be recognized that the level of safety of these revealed complexes of hydraulic engineering structures is dangerous as the investigation of their state (expertise) has not been carried out and their reliability is not confirmed by anything. As for the 2012th year it was revealed that out of 3994 HES complexes 596 complexes consisting of 1096 hydraulic structures have worked out the specified service life of operation. From the revealed 596 hydraulic units 19 complexes are referred to II class, 109 complexes to III class, 468 complexes of HEC to IV class. It is proposed to develop a methodology for determining the remaining operational life of earth hydraulic structures of III and IV classes.

В статье автором рекомендованы новые подходы к определению границ вариации прочностных и деформационных характеристик грунтового материала ГТС III и IV классов,а также к расчету фильтрационных полей в грунтовых ГТС и их основаниях. Приводится анализ количества ГТС, отработавших установленный срок эксплуатации. По результатам такого анализа было установлено, что 596 комплексов ГТС, эксплуатируются за рамками нормативного срока эксплуатации. Учитывая важность безопасности ГТС, которая влияет на общую безопасность Российской Федерации, следует признать уровень безопасности этих выявленных комплексов гидросооружений как опасный, так как исследование их состояния (экспертиза) не производились, а их безопасность ничем не подтверждена. По состоянию на 2012 год из 3994 комплексов ГТС 596 комплексов, состоящих из 1096 гидросооружений, отработали установленный срок эксплуатации. Из выявленных 596 гидроузлов ко II классу относятся 19 комплексов,к III классу 109 комплексов, к IV классу 468 комплексов ГТС. Предлагается разработать методику определения остаточного срока эксплуатации грунтовых гидросооружений III и IV классов.
