Abstract

Introduction of new technologies in libraries is going hard and efficiently, not only and not so much because of the considerable cost of automation, but also because the ways and methods of implementation of ALIS have often unprofessional character. The accumulated international experience, and existing theory and methodology of ALIS are not used. Implementation of an automated library information system (ALIS) is the process of identifying projects in which it is assumed for a limited time using the dedicated resources to ensure the functioning of a given information system. The structure of the process control of successful implementation methodology of ALIS includes certain terms that will necessitate systemic arrangements, and the ordered set of related procedures (algorithm implementation) and formalized action plan of project implementation. The successful implementation of ALIS requires a number of conditions: understanding and acceptance of the implementation guidance purposes, availability of IT strategy, library reorganization of structure and process optimization, documentation processes, availability of special personnel policies formed on the period for implementation of ALIS, adherence to the principles of the theory of automation, information and innovation management, change management and project management. The integrated version of the ALIS algorithm implementation performs the following actions: diagnostics of existing technology, logic design, verification and detailed design of a new project, testing and commissioning, monitoring project progress and performance evaluation of the control points and in general. The scope of work in accordance with the developed algorithm includes: decision on the introduction and implementation of object-choice; create groups for implementation; development of goals and objectives for implementation; study of the theory and practice of the implementation process; pre-project survey of the library; choice of software and hardware; modeling process cycle; choice of performance criteria; choice of strategy implementation; choice of tactics for implementation; the definition of “critical points” of implementation; HR policy formation on the implementation period; creation of schedule; development of the project budget; forecasting efficiency of the project; implementation of implementation; analysis of progress in the implementation of “critical points”; evaluation of the introduction of the whole. It is important to consider the iterative project, at every stage, work in a sequential approach to the results and check the conditions to achieve the desired result, virtually at any stage it can be returned for a few steps back. As a result, we concluded that the successful implementation of automated information system is a strategic resource library that provides its livelihoods and development.

В статье рассмотрены организационные вопросы процесса внедрения информационно-коммуникационных технологий в библиотечном деле. Представлен алгоритм действий в процессе внедрения АБИС. Весь комплекс работ по успешному внедрению автоматизированных технологий проанализирован на каждой фазе по следующей схеме: цели и задачи этапа, методический подход к проведению работ, выходные документы фазы.
