This paper analyzes letters of residents of Chelyabinsk Region in the period of radical liberal reforms in Russia. The author uses letters of residents of Chelyabinsk Region as material to conduct the research. In regard to the analysis of the materials, professional characteristics of the regional administrative-political elite are highlighted. Judgments of the citizens about the quality of the current system of the regional governance in 1993-2000 are represented.

В работе анализируются письма жителей Челябинской области в период проведения радикальных либеральных реформ в России. На основе изучения этих писем выделены профессиональные характеристики региональной административно-политической элиты, представлены суждения граждан о качестве существующей системы регионального управления в 1993-2000 гг.
