Методика оценки экономических последствий государственного регулирования

Abstract

На сегодняшний день правительства по всему миру сталкиваются с запросом на улучшение качества регулирования со стороны различных акторов. Ответ на этот запрос во многом зависит от построения эффективной системы оценки эффектов государственного регулирования. В статье представлен анализ основных подходов и инструментов оценки экономических последствий государственного регулирования. С опорой на опыт стран ОЭСР выявляются основные ограничения инструментов и методики оценки в целом. Последовательно рассматривается структура государственного регулирования, типы оценки, индикаторы и критерии их выбора, методы сбора и анализа информации, а также предлагаются рекомендации по повышению эффективности методики оценки государственного регулирования.

Governments worldwide face demands to improve the quality of regulation. Satisfaction of these demands depends on the development of an effective system for assessing the effects of government regulation. This article contains an analysis of the main approaches to the assessment of economic effects of the government regulation, including their limitations. The article explores the structure of the government regulations, types of assessment, indicators and criteria employed by them and the methods of collection and analysis of raw data.
