Политическая элита как составляющая политического процесса: на примере России

Abstract

The article deals with the problems of new political elite forming in Russia under the conditions of modern political development. Some approaches to the elite study, the demands to ruling groups’ professionalism, their moral and professional level are examined. In the paper the authors come to the conclusion that only having qualified and highly moral staff, the new elite can become a source of creation and dynamic development; instead of manifesting such features as demagogy, irresponsibility and political intolerance, to become the elite having professional management qualities, with high moral criteria, able to achieve productivity in the development of the country.

В статье рассмотрены проблемы формирования новой политической элиты России в условиях современного политического развития. Обозначены подходы к пониманию элиты, требования к профессионализму правящих групп, их нравственному и профессиональному уровню. Авторы приходят к выводу, что только с профессионально подготовленными и высоконравственными кадрами новая элита может стать источником созидания и динамичного развития, стать элитой не демагогии, безответственности и политической нетоле-рантности, а элитой, обладающей профессионально-управленческими качествами, с высокими нравственными критериями, способной добиться результативности в развитии страны.
