Abstract

Le transport ne produit pas quelque chose matériel, sa fonction est de lier les étappes de production et de consommation au prosessus reproducteur uni. Production directe du transport est le movement de moyenns de transport, tandis que transportation de cargesons et de passageurs forme le cout consommateur du produit de transport. La Méthodique de validation d'éffectivité des projets d'investition en vigeur doit être changée en ce qui concerne au projets de transport. La stratégie étatique compléxe du transport doit être dévelopée par un groupe créatif de savants et praticiens à titre de fondation scientifique multiple et indépendant d'aucune pression de lobby. Le Ministère de Transport de Fédération Russe ne doit être responsable q'à la réalisation de cette stratégie.Transport does not produce anything material, its function is to link the production and consumption stages into a single reproduction process. Direct transport production is movement of transportation means, while movement of goods and passengers makes transport production's consumption cost. Acting Methodic Rules of investment project efficiency assessment are to be changed for transport projects. Complex state transport strategy must be developed by a creative group of scientists and practitioners on the ground of comprehensive scientific substantiation independent of any lobbying. FR Transport Ministry is to be responsible only for implementation of this strategy.Der Transport produziert keine materiale Produktion, seine Funktion ist die Produktionund Verbrauchsetappe in einen Wiedergabeprozess zusammenzusetzen. Direkte Transportproduktion ist Bewegung der Beförderungsmittel, während Ladungund Passagierbeförderung den Transportproduktionsverbrauchswert macht. Die gültige Effizienzeinschätzungsmethodik der Investitionsprojekte soll in bezug auf Transport geändert werden. Die komplexe Staatstransportstrategie muss von einer Gruppe der Wissenschaftler und Praktiker aufgrund vielseitiger Wissenschaftsbegründung und ohne jeden Lobbyeinfluss erarbeitet werden. Das Transportministerium Russischer Föderation soll nur für die Realisierung dieser Strategie verantwortlich sein.

Транспорт не создает материальной продукции, он лишь связывает стадии производства и потребления в единую систему воспроизводственного процесса. Непосредственной транспортной продукцией является перемещение транспортного средства, транспортирование пассажиров и грузов является потребительной стоимостью транспортной продукции. Действующие методические рекомендации по оценке эффективности инвестиционных проектов должны быть откорректированы в отношении транспорта. Разработку комплексной государственной транспортной стратегии должен осуществлять нейтральный творческий коллектив ученых и специалистов, независимых от ведомственных пристрастий, на основе всестороннего научного обоснования. Министерство транспорта России должно быть ответственным лишь за реализацию этой стратегии.
