
In article general methodological approaches of the transformational analysis are proved; the author's technique of the transformational analysis of parameters of personnel management aimed at the identification of a zone and the character which occurred for the analyzed period of changes, based on a mark assessment is presented. Realization of the offered technique is illustrated on the example of the transformational analysis of the personnel policy elements and estimated indicators of the personnel in the conditions of large-scale introduction of competence-based approach in a personnel management system. In conclusion, there were highlighted two points, revealed by results of successful approbation of the presented technique of the transformational analysis of the personnel management parameters (in particular, elements of personnel policy, estimated indicators of the personnel, structure of professional competences, the importance of personnel problems, etc.): its standard character and diversified applied aspect.
Обоснованы общеметодологические подходы трансформационного анализа; представлена авторская методика трансформационного анализа параметров кадрового менеджмента, нацеленная на идентификацию зоны и характера произошедших за анализируемый период изменений, базирующаяся на балльной оценке. Реализация предложенной методики проиллюстрирована на примере трансформационного анализа элементов кадровой политики и оценочных показателей персонала в условиях широкомасштабного внедрения компетентностного подхода в систему управления персоналом. Акцентированы два момента, выявленные по результатам успешной апробации представленной методики трансформационного анализа параметров кадрового менеджмента: ее типовой характер и диверсифицированный прикладной аспект.
